Graduates from non- U.S. programs must submit proof of nursing education that is equivalent to an
approved program of nursing in the U.S. The board does not evaluate transcripts. You must have an
evaluation of educational credentials conducted by a qualified credentials evaluator. Applications received
without this evaluation will be considered incomplete and returned to the individual.

16.12.2 NMAC, reexamination requirements have changed.
APPLICANTS WHO HAVE GRADUATED FROM FOREIGN/INTERNATIONAL SCHOOLS OF
NURSING: The Board of Nursing requires you to have your nursing education evaluated by a qualified
credentialing agency.
o You must provide VERIFICATION OF ENGLISH COMPETENCY with your application. See
16.12.2 NMAC for requirements located on the NM Board of Nursing Website
www.bon.state.nm.us, click on Nursing Practice Act/Rules and go to Rule/Part #2 Nurse
Licensure.
o You must request the nursing or health care profession and science course-by-course
credentials review. You are responsible for all fees charged by these services.

Attention - Internationally Educated Applicants for LicensureThe New Mexico Board of Nursing no longer does internal evaluation of transcripts. Please be sure to read all the information regarding licensure requirements by clicking on Exam/Renewal Forms, then select "Exam Application" for complete details regarding application. All applications from internationally educated applicants that do not meet requirements of transcript evaluation by a recognized credentials review organization will be returned.
Internationally educated nurses must demonstrate English Competency. This can be demonstrated through successful completion of an approved English Competency exam such as:
- Test of English as a Foreign Language (
TOEFL) or
- Test of English for International Communication (
TOEIC) or
- Test for English for the academic version of international English language testing system (
IELTST) or
- Successful completion of a nursing program that is given in English in another country or
- A passing score on a nursing examination which is given in English in another country or
- A certificate from the commission on graduates from foreign nursing schools or other agencies which indicates successful completion of TOEFL, TOEIC, or IELTS.
